Commander

Commanders at all levels will:

  1. Establish subordinate unit end strength mission.
  2. Develop policies and procedures to achieve the end strength mission.
  3. Establish subordinate unit attrition management goals.
  4. Develop policies and procedures to meet the attrition management goals.
  5. Develop and implement comprehensive strength maintenance programs using NGR 601-2, state regulations and local policies.
  6. Provide the personnel, administrative,equipment, facilities and other resources required to support the strength maintenance program.
  7. Ensure all new non-prior service soldiers receive Basic Training Orientation Program (BTOP) prior to shipping.
  8. Develop and implement a referral program that will provide quality leads.
  9. Ensure counseling procedures in accordance with NGR 601-2 and FM 22-101 are used to provide every soldier with the opportunity to become qualified for continued service.
  10. Ensure 100% of the interviews required by Chapter 7, NGR 600-200 are conducted to determine career opportunities for their soldiers.
  11. Ensure every soldier is afforded the opportunity for continued service, to compete for unit vacancies and to enhance personal/professional growth.
  12. Provide all soldiers with information on incentive programs. Ensure every soldier receives the incentives for which they are eligible and all administrative procedures are accomplished in a timely manner by implementing a follow-up system.
  13. Periodically provide unit leaders with information on current policies, procedures, responsibilities, and required actions for soldiers who are not attending required training.
  14. Develop and implement rehabilitative programs for unsatisfactory participants and soldiers with extenuating circumstances. Design these programs to consider rehabilitation prior to separation.
  15. Ensure soldiers determined to be un-trainable or unsuitable for continued service are barred for reenlistment in accordance with AR 135-178 and NGR 600-200.
  16. Ensure soldiers who are barred or flagged receive counseling on actions they can take to have the bar or flag removed.
  17. Liaison with the unit RRNCO to develop and implement effective strength maintenance policies and procedures.

Command Sergeant (CSM) Major will:

  1. Emphasize the strength maintenance responsibilities of the first sergeant, first line leaders and all NCOs.
  2. Provide guidance on strength maintenance issues to the NCO Corps.
  3. Ensure Non-Commissioned Officer Develop Programs (NCODPs) include information that pertains to strength maintenance programs and factors that influence retention of soldiers.
  4. Make strength maintenance a primary point of interest when visiting units.
  5. Advise the commander on all actions and events that affect strength maintenance.
